Privacy Policy

In consideration of the importance of protecting personal information and privacy in an advanced information and communication society, The Hokkaido Shimbun Press ("HSP") has set forth the following policy on the basic matters concerning the handling of personal information and anonymously processed information ("Personal Information, etc."). Please note that the terminology, etc. used herein is adopted from examples of terminology used in law (additionally, the English language version is provided as reference only, and the Japanese language version is the official version).

To the Japanese language version

1. Compliance with related laws, regulations, and guidelines

  1. (1)The handling of Personal Information, etc. protected by obligations set forth in the Personal Information Protection Act
    Concerning the Personal Information, etc. protected by obligations set forth in the Act on the Protection of Personal Information ("Personal Information Protection Act"), HSP shall comply with the Personal Information Protection Act and related laws and regulations, and handle such information appropriately.
  2. (2)The handling of Personal Information, etc. provided for the purpose of press coverage or for use in writing
    When a press organization or any entity that engages in writing as business handles Personal Information, etc. provided for the purpose of press coverage or for use in writing, the obligations set forth in the Personal Information Protection Act do not apply.
    Concerning the handling of Personal Information, etc. provided for the purpose of press coverage or for use in writing, see "12. The handling of personal information for the purpose of press coverage or for use in writing".

2. Collection and usage of personal information

When HSP collects personal information, HSP shall first state the usage purpose for the information to the extent possible and then collect personal information via lawful and fair means and handle the personal information within the scope necessary to achieve that usage purpose.

HSP shall inform you, publically announce, or specify to you the usage purpose of personal information via the methods specified in the following list.

  1. (1)Explanations of usage purposes for personal information collected by HSP are already publically accessible in the "Explanation regarding publically accessible matters concerning the Personal Information Protection Act".

  2. (2)Notwithstanding (1) above, when HSP directly collects your personal information in writing or through electronic records (including information entered into online forms and information delivered via e-mail), HSP will always state the usage purpose for that information in advance.
  3. (3)HSP may also collect personal information from you by notifying you of the specific usage purpose separately, providing a publically accessible notification separate from the notification specified in (1) above, or by specifying the specific usage purpose to you through the method described in (2) above. In this case, the usage purpose specifically indicated takes precedence over the usage purpose outlined in (1) above, and HSP will handle that personal information within the scope necessary to achieve the specifically indicated usage purpose.
  4. (4)Special care-required personal information is only collected with your consent, except for cases considered exceptions by laws or ordinances.

HSP may compile into a database the personal information collected in various situations and through various methods, and retain that information as personal data. In this case as well, HSP shall handle the personal information within the scope necessary to achieve the usage purposes recorded in the "Explanation regarding publically accessible matters concerning the Personal Information Protection Act".

HSP may alter the personal information usage purpose that has been notified to you, made publically accessible, or specified to you, within a scope that can reasonably be considered to possess a relation to the usage purpose before alteration. When HSP alters the usage purpose, HSP shall notify you of the altered usage purpose or make it publically accessible via the HSP website, etc.

3. Safety control measures

To prevent leaking, loss, or damage to personal information and to ensure the appropriate control of personal information, HSP has established and complies with company regulations including the "Hokkaido Shimbun Press Personal Information Protection and Control Rules". Also, in addition to establishing an internal company Personal Information Protection and Control Committee, HSP also installs Personal Information Control Supervisors and Personal Information Managers at the division level for divisions that handle personal information, and conducts appropriate management.

4. Supplying third parties

HSP will not supply or disclose your personal data to third parties without obtaining your prior consent, except for cases considered exceptions by laws or ordinances.

5. Shared Use

HSP, HSP affiliated companies, and Hokkaido Shimbun sales offices may jointly use personal information that has been collected ("Shared Use").

Publically accessible provisions concerning Shared Use are included in the "Explanation regarding publically accessible matters concerning the Personal Information Protection Act".

However, concerning personal information that we collect when we specifically notify you of matters pertaining to Shared Use, the usage purpose specifically notified at that time takes precedence over the usage purpose outlined in the "Explanation regarding publically accessible matters concerning the Personal Information Protection Act", and HSP will handle that personal information within the scope necessary to achieve the specifically notified usage purpose.

6. Outsourcing personal information handling

HSP may outsource the handling of personal information to a third party within the scope necessary to achieve the usage purpose. In this case, HSP always conducts necessary and appropriate supervision of the outsourcing contractors through processes including the selection of and establishment of agreements with the outsourcing contractors and the assessment of how the outsourcing contractors are handling personal information.

7. Anonymously processed information

Concerning the creation of anonymously processed information at HSP and supply to third parties of that information, see the "Explanation regarding publically accessible matters concerning the Personal Information Protection Act".

8. Collection and usage of Cookies, etc.

  1. (1)Cookies, etc.
    The term cookie refers to text information saved to the web browser that the visitor is using when a visitor visits a website. Using cookie technology, HSP can collect access data including the visitor browser history, and analyze that data.

  2. (2)The usage purpose of Cookies and other Information at HSP
    Cookies and other Information do not contain information that can identify specific individuals. Thus, Cookies and other Information do not themselves constitute personal information.

In the standard flow of normal operations, HSP collects and uses Cookies and other Information in a state that cannot identify specific individuals.

However, in certain instances, HSP will use Cookies and other Information together in combination with the personal information or personal data in the possession of HSP. In this case, HSP handles personal information or personal data, including Cookies and other Information, appropriately in accordance with the Personal Information Protection Act and related laws and regulations. HSP will strive to continue improving this Policy and the handling of Personal Information, etc.

10. Disclosure, revision, usage suspension, etc. of retained personal data

If HSP receives a request for the disclosure of retained personal data from you or any entity acting as your agent, we will respond without delay, except for in any of the following cases. Furthermore, if we decide not to disclose retained personal data or if the retained personal data no longer exists, we will notify you or your agent of such.

  1. (1)If disclosure is likely to harm the life, body, property, or other rights or interests of you or a third party
  2. (2)If disclosure is likely to cause significant hindrance to the appropriate performance of HSP business operations
  3. (3)If disclosure constitutes a violation of the law

If HSP receives a request from you or any entity acting as your agent for the revision, supplementing, or deletion of retained personal data on the grounds that the content is not factual, or for the suspension of use, deletion, or suspension of supply to third parties of retained personal data on the grounds that the data has been handled in violation of the law, HSP will conduct an investigation and take the appropriate action.

11. Question and complaints

12. The handling of personal information for the purpose of press coverage or for use in writing

Obligations established by law do not apply when a press organization or any entity that engages in writing as business handles personal information provided for the purpose of press coverage or for use in writing.

This provision is based in the importance of the constitutionally guaranteed freedom of expression and the freedom of the press, freedom of speech, and freedom of publishing associated with that freedom.

Therein, HSP complies with the following policies concerning personal information provided for the purpose of press coverage or for use in writing, and appropriately and carefully handles that information in accordance with these policies.

  1. (1)In our journalistic and press coverage, we comply with the Nihon Shinbun Kyokai "Newspaper Code of Ethics" (Japanese only) and the HSP "Hokkaido Shimbun Code of Editing" (Japanese only). Furthermore, we adhere to press coverage ethics, etc. in our effort to pinpoint the overlaps between the freedoms of press / expression and the protection of personal information, and strive to always earn the trust and understanding of our readers and Hokkaido residents.
  2. (2)We use methods that do not deviate from social norms when gathering personal information provided for the purpose of press coverage or for use in writing.
  3. (3)Concerning personal information gathered for the purpose of press coverage or for use in writing, as a general principle, we only use this information for the purpose of press coverage or for use in writing, unless the consent of the person involved is given.
  4. (4)When handling personal information provided for the purpose of press coverage or for use in writing, we strive to ensure accuracy and we respect the reputation, privacy, etc. of the person involved.
  5. (5)To prevent the leaking, loss, damage, etc. of personal information provided for the purpose of press coverage or for use in writing, we implement thorough security control.
  6. (6)Concerning personal information gathered for the purpose of press coverage or for use in writing, HSP may, within the scope necessary to achieve this purpose, supply this information to HSP partner companies, linked press organizations, etc. In this case, HSP will implement supervision necessary to ensure that HSP partners will use this personal information appropriately for the purpose of press coverage or for use in writing.
